เป็นหน่วยงานที่เกิดขึ้นจากการส่งเสริมของรัฐบาล แต่ในการเริ่มต้นย่อมมีอุปสรรคและความไม่สมบูรณ์ในงานเกิดขึ้น วัตถุประสงค์ของการศึกษาด้วยตนเองนี้คือการค้นสาเหตุ ที่ทำให้การตรวจซ่อมเครื่องบิน C-130H ของกองทัพอากาศไม่เสร็จภายใน 120 วัน
